BHOPAL: With state government deciding to lift the self-imposed ban on transfers of employees from June 1, a major bureaucratic reshuffle is on the cards. The transfers will be effective as per the new Transfer Policy till June 30 where the performance and target fulfilment by employees would be the main criteria.
“Transfers will be done on the basis of requirement and in the interest of the government. We have decided to give respite to disabled with minimum 40% disability, women and senior employees who are likely to retire within a period of one year. But, the main criteria for transfer under the new policy would be performance and fulfilment of targets”, minister of state (MoS) for general administration department (GAD) Lal Singh Arya said.
With assembly elections slated for the next year end, the BJP-led state government is keen for a major bureaucratic rejig keeping in mind superannuation of some senior babus and assignments given to them. Sources in Mantralaya said that government is focussing on timely implementation of welfare schemes and developments announced during the beginning of financial year. Transfers of senior bureaucrats would be done on this basis, they said.
Priority departments like finance, commerce, happiness, panchayat and rural development, agriculture, Narmada development, education, health and woman and child welfare have been assigned targets for employees and officials which are to be fulfilled within stipulated time period, said sources in the Mantralaya.
As per the new policy, transfers in the district will be recommended by the in-charge minister and implemented by the district collector while state-level transfers will be decided by the GAD with the approval of chief minister’s office. The school education department has its own transfer policy, while shifting of officials in police department will be done as per the recommendations of the head.
An undeclared cap of 10% has been put by the chief minister on all departments which means not more than 10% employees could be transferred in a department at any point of time during the period. Departments where more than 200 posts are vacant, 10% employees could be shifted additionally as per the requirement, states the circular issued by GAD.
“The government has also given priority to scheduled areas where priority will be given to fill vacancy. Transfers in other departments will be done after completion of three years of service at one place. However, for doctors there is no `three-year’ working bar”, said officials of GAD.
